Statutory Survey adalah survey dan inspeksi
berdasarkan peraturan wajib dari pihak pemerintah setempat sesuai dengan Negara
Bendera kapal tersebut. Peraturan-peraturan yang lazim disebut Regulations
dikeluarkan oleh Badan Internasional yaitu International Maritime Organisation (IMO).
Yang melakukan Survey ini adalah Inspektor atau Marine Inspector di bawah Badan
Maritim dalam suatu negara,dimana kalua di Indonesia di bawah Direktorat Jendral
Perhubungan Laut (SeaCom). Marine Inspektor ini berada pada Kantor
Kesyahbandaran.
Untuk beberapa negara dan untuk beberapa jenis survey, pekerjaan ini diberikan (diberi
Authorisation) kepada Badan Klasifikasi. Dengan pengertian Class Surveyor dapat melakukan
Statutory Survey on behalf of Flag Administration.
LOAD LINE SURVEY
Regulations yang dipakai adalah “Load Lines, 1966/1988 - International Convention on Load
Lines, 1966, as Amended by the Protocol of 1988”.
1. General
1.1 Initial survey is carried out if the load lines are assigned for the first time.
1.2 For ships in service, the existing Certificate is to be reviewed to establish the type of
survey due.
In this regard:
• (a) Renewal Surveys will be required every 5 years and before the Certificate in force
has expired. (Surveys are to be carried out in tandem with the Special Hull Survey).
• (b) Four Annual Surveys are required during the duration of the Certificate’s validity.
• (c) Annual Surveys are to be held within 3 months before and 3 months after the due
date.
1.3 The present requirements apply to ships engaged in international voyages.
However, they do not apply to:
• (a) ships of war
• (b) ships of less than 24 m
• (c) ships of less than 150 tons gross
• (d) pleasure yachts not engaged in trade
• (e) fishing vessels.
2. Scope of Surveys
2.1 Initial survey
(a) Survey includes checking of availability on board:
(1) Conditions of assignment of load lines;
(2) Stability information.
(b) Survey consists of:
(1) Checking the positions of the deck line and load line which, if necessary, are to be re-marked and re-painted.
(2) Examining the superstructure end bulkheads and the openings therein.
(3) Examining the means of securing the weathertightness of cargo hatchways, other hatchways and other openings on the freeboard and superstructure decks.
(4) Examining the ventilators and air pipes, including their coamings and closing appliances.
(5) Examining the watertight integrity of the closures to any openings in the ship’s side below the freeboard deck.
(6) Examining the scuppers, inlets and discharges.
(7) Examining the side scuttles and deadlights.
(8) Examining the bulkwarks including the provisions of freeing ports, special attention being given to any freeing ports fitted with shutters.
(9) Examining the guardrails, gangways, walkways and other means provided for the protection of the crew and for gaining access to and from crew’s quarters and working spaces.
(10) Examining, when applicable, the special requirements for ships permitted to sail with reduced freeboards.
(11) Checking, when applicable, the fittings and appliances for timber deck cargoes.
• (c) Survey includes examination of plans and designs which should consist of:
(1) Examining the structural strength at the draft corresponding to the assigned freeboard;
(2) Examining the intact stability, and, where applicable, the damaged stability information and the loading and ballasting information that is to be supplied to the master;
(3) Determining the freeboard, including specifying and the consideration of the conditions of assignment for the freeboard.
2.2 Renewal survey
• Renewal survey is accordance with paragraph 2.1 (a) & (b) of Initial Survey above.
2.3 Annual survey
• Annual survey is accordance with paragraph 2.1 (a) & (b) of Initial Survey above. 44
3. Documents of Load Line Surveyor dalam melaksanakan Load Line Survey akan mengeluarkan atau menerbitkan beberapa dokumen, antara lain. :
• (1) Load Line Record
• (2) Load Line Report
• (3) Load Line Certificate
3.1 Load Line Record Load Line Record ini dibuat atau dilengkapi datanya sewaktu Initial Survey dilakukan. Kemudian setelah Survey selesai dan sebelum Certificate diterbitkan, Record tersebut sudah harus ada, dimana merupakan Record minimal dalam bentuk draft sudah bisa diserahkan bersamaan dengan penyerahan Certificate.
3.2 Load Line Report Load Line Report ini di-draft sewaktu Survey dilakukan. Kemudian setelah Survey selesai Report tersebut sudah harus dikeluarkan dan dikirim ke Kantor Pusat atau Negara Bendera dari kapal tersebut paling lambat 2 (dua) minggu dihitung dari tanggal terakhir Survey selesai.
3.3 Load Line Certificate Load Line Certificate ini di-draft sewaktu Initial Survey atau Renewal Survey dilakukan. Kemudian setelah Survey selesai Certificate tersebut sudah harus diterbitkan sebagai bentuk pengesahan bahwa Load Line di kapal sudah sesuai dengan Regulations yang berlaku. Ada dua macam Load Line Certificate, yaitu :
• (1) Interim Load Line Certificate
• (2) Full term Load Line Certificate
(1) Interim Load Line Certificate atau Sertifikat Sementara yang dikeluarkan oleh Surveyor yang melakukan Survey atas nama Negara Bendera dari kapal tersebut. Berlaku maksimum 5 bulan, dimana setelah Survey Report diterima dan disetujui oleh Kantor Pusat atau Negara Bendera kapal tersebut, maka Full term Certificate akan diterbitkan oleh mereka.
(2) Full term Load Line Certificate atau Sertifikat Permanen yang dikeluarkan oleh Kantor Pusat atau Negara Bendera kapal tersebut, setelah Survey Report diterima dan disetujui. Setifikat berlaku maksimum 5 tahun.
